The HOPE Project, a program operated by PAR, was started in October 1996 to help meet the needs of streetwalking prostitutes in Pinellas County, FL. This guide is intended to help police deal effectively with the crime of street prostitution and focuses on female prostitutes. This guide does not adopt any particular moral perspective: It is intended to objectively inform you and other policymakers about the effectiveness and consequences of various approaches to controlling street prostitution. This guides provides practitioners with information regarding prostitutes, their clients, and pimps and panderers as well as explaining the transaction, the environment associated with the problem, the linkage to drugs. In addition to providing information on how to help the prostitute and change the environment, the guide provides promising responses and practices not recommended. This upcoming publication recently completed the peer review process and electronic copies of the final product are expected to be available in the Summer of 2001.
